Overview

Hugo Palacios Mejía has been arbitrator, counsel, and advisor before domestic and international tribunals. He was the Director for the Inter-American Development Bank (IBD) for Perú and Colombia.

Mr. Palacios Mejía has also served in the House of Representatives; as manager of Colombia's Central Bank; and as Minister of Finance. He has also been co-judge in Colombia´s Council of State (the highest court on Administrative Law), in Colombia´s Constitutional Court and in the Supreme Court.

He is the advisor and leading litigation counsel to one of the top three foreign investors in Colombia; and has been an arbitrator on domestic and ICC arbitrations, some of them considered landmark cases in Colombia.

Mr. Palacios has advised governmental agencies in writing drafts of laws, decrees and regulations, including the Code of Administrative Law (1984); central banking regulations (1991 and 1995); the Statute of Ports (1991); regulations on dumping and subsidies (1990), the Utilities Law (electricity, gas, fixed telephone services, water and waste, 1994), and the law that reforms the government agency in charge of measuring the quality at all levels of the education system (2009).

In 2012 he was part of the group created for the Alfonso Palacio Rudas lecture, where he was one of nine experts gathered by president Juan Manuel Santos for the "Infrastructure Commission" in order to analyze the infrastructure problem in the country. This group sought to propose solutions to the increasingly serious issues regarding the lack of transport infrastructure.

He has been named among the best lawyers in Colombia by international publications such as "Best Lawyers", "Chambers and Partners", and "Legal 500".

Dr. Palacios Mejía is member of multiple professional associations including the International Bar Association (IBA) and the Colombian Institute of Tax Law.

He is the director of the Regional and Financial Development Center of Studies of the Javeriana University -CEFIDES-.

In addition, he is the honorary chair of the Board of Directors at Corporación José Ignacio de Márquez, which promotes reserach in economic law. He is also a member of the Centro de Estudios de Servicios Públicos, Infraestructura y Telecomunicaciones - CESIT - at Universidad Javeriana. This group is dedicated to research about public utilities, infraestructure, and telecommunications.

Mr. Óscar Gutiérrez is professor at the specialization degree on Maritime and Port Law at Universidad de San Buenaventura in Cartagena, as well as the specialization degree on State Procurement at Universidad de La Sabana. He was also professor of Comparative Law at Universidad de Los Andes (2002-2003).

He worked as an analist at the legal editorial house Derecho Vigente, where he coordinated the publication of the magazine Doctrina Vigente: Tutela, de los anuarios "Tutela". Here, he was in charge of the taxation area (1994-1995).
